Who we are

CAIDP Europe is the European branch of CAIDP.org, a global non-profit organisation. CAIDP Europe was established by a notarial deed in April 2024 as an international non-profit association (AISBL) under Belgian law, with its registered office at Rue Darwin 11, 1050 Forest in Brussels, Belgium. Our statutes will be published in the Belgian State Gazette upon reception of the Royal Decree. In the meantime, our statutes can be consulted here.

Governance

CAIDP Europe is governed by a Board of Trustees, which currently consists of six members. The Board reviews and approves the budget, strategy, and progress according to CAIDP Europe’s mission and strategic priorities. The Board is also accountable to the Belgian authorities for the proper and transparent administration and functioning of CAIDP Europe. The Board generally meets three times a year.

Meet the Team

The day-to-day management of CAIDP Europe is in the hands of a small but dedicated team, which is responsible for operations, finances, and programming. The team also prepares and proposes strategy, policy, and program developments to the Board.


  • Executive Director

    Karine is in charge of CAIDP Europe’s leadership, mission and strategy. She spearheads CAIDP Europe’s research and policy work and is responsible for CAIDP Europe’s partnerships and outreach efforts, including its European Academic Network.

  • Senior Policy Officer

    Anca Radu is in charge of research and policy work on human rights, democracy and the rule of law. Anca was a Research and Teaching Fellow at CAIDP and successfully completed its AI Policy Clinics programme. She currently acts as an independent Scientific Expert for the Council of Europe’s European Commission for the Efficiency of Justice (CEPEJ) and is a member of the UNESCO expert group on the use of AI by judicial operators. Anca is a Teaching Assistant at the EUI School of Transnational Governance and she is completing a doctorate on AI and the judiciary at the European University Institute. As a former Lawyer within the Registry of the European Court of Human Rights, she has a solid human rights expertise.

  • Junior Policy Analyst

    Rose Boutboul is currently completing a Master’s degree in public policy and economics at Sciences Po Paris while writing a master's thesis on the philosophical implications of AI usage in the cultural sector at Paris I Panthéon Sorbonne. Rose is a member of Observatoire IA and co-Director of Publications and Research at European Horizons. She also holds a Dual Bachelor’s Degree from Columbia University and Sciences Po Paris, focusing on political science and Computer Science. She was inducted into the Columbia GS Honor Society and the National Political Science Honor Society. She volunteered in a NGO in Greece, assisting with refugee reception and organising and managing donations. Her growing interest in AI governance led her to integrate CAIDP Europe’s research and policy team.


  • Administrative Director and Senior AI Policy Officer

    Giuliano Borter has been with CAIDP since its inception and has significantly contributed to educational and policy activities of the Center and its operational growth. Giuliano holds a masters degree in European Global Studies with specialisations in International Law and Crisis and Conflict Studies where he investigated the challenges due to autonomous weapon systems and Switzerland’s implementation of article 36 of the First Additional Protocol to the Geneva Conventions of 1949. Prior to his work at CAIDP, Giuliano has gained extensive experience in the development aid sector. As Administrative Director, Giuliano is in charge of the daily management of CAIDP Europe. He is overseeing CAIDP Europe’s budget and ensures compliance with Belgian law and internal performance assessment.

    Related to policy work, Giuliano is in charge of research and policy in the field national security, defence and military matter. Giuliano was a Research and Teaching Fellow at CAIDP and successfully completed its AI Policy Clinics programme. Giuliano worked as a military strategic and political affairs advisor for the Swiss Ministry of Defence and currently serves as an officer with the Swiss Armed Forces.

  • Senior AI Policy Officer

    Larissa Zutter is in charge of research and policy work in the field of AI risk management and standardisation. Larissa was a Research and Teaching Fellow at CAIDP and successfully completed its AI Policy Clinics programme. She holds a dual master's degree in International Security and International Political Economy from Sciences Po Paris and London School of Economics. She has also worked at different organisations both in the public and private sector like the the UN, Novartis and the Michael Dukakis Institute. Her interest lies in the use of AI in the private sector and the socio-economic consequences of AI.

  • Operations Assistant

    Lina Chtioui is Operations Assistant at CAIDP Europe and supports the management in its tasks during the start-up phase of CAIDP Europe. Lina is currently completing a Master in Organizational Sciences at Paris Dauphine PSL.
