UK Enhances Algorithmic Transparency and Biometric Data Regulation

The UK's Central Digital and Data Office (CDDO) and the Department for Science, Innovation, and Technology (DSIT) announced enhancements to the Algorithmic Transparency Recording Standard (ATRS) Hub. Aimed at bolstering transparency, the ATRS helps public entities disclose the use and rationale behind algorithmic tools in decision-making processes. This initiative underscores a commitment to making information on algorithmic tools and decisions "complete, open, understandable, easily accessible, and free."

In a related development, the Information Commissioner's Office (ICO) published guidance on biometric data. The guidance clarifies how data protection laws apply to the use of biometric recognition systems. It primarily targets organizations that currently use or are considering the implementation of such systems, as well as vendors and developers of these technologies. The guidance delves into the definition of biometric data under the UK General Data Protection Regulation (UK GDPR), focusing on its application in biometric recognition systems, the processing of special category biometric data, and the necessary data protection requirements for compliance.

The ICO guidance highlights the unique identification aspect of biometric data and emphasizes that any situation involving biometric data in recognition systems qualifies as processing special category biometric data. The guidance outlines both legal requirements and recommended best practices for organizations to follow.
