Council of Europe Shares Draft for International AI Treaty

The Council of Europe's AI Committee unveiled the draft "Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law" for the Parliamentary Assembly's review. As soon as the Assembly has given its opinion, the draft Framework Convention will be reviewed by Ministers' Deputies and sent to the Committee of Ministers for adoption at its 17 May 2024 Ministerial session.

AI specialists, non-governmental organizations, and legal experts have called on the Assembly to enact specific amendments, emphasizing the need for the treaty to encompass AI operations within the private sector and those ambiguously categorized as "national security" systems, to prevent them from bypassing strict oversight.

"The Committee on AI has not succeeded in creating a comprehensive legal framework that protects fundamental rights, democratic principles, and the rule of law,"
